House Passes Womack Cosponsored Bill Supporting Israel

Washington, DC—November 2, 2023…Today, Congressman Steve Womack (AR-3) voted for H.R. 6126, the Israel Security Supplemental Appropriations Act. He is an original cosponsor of this emergency package, which will provide $14.3 billion to America’s ally, Israel, with resources needed to defend itself against the Iranian-backed Hamas terrorists. The legislation is fully offset by Internal Revenue Service (IRS) recessions.

Congressman Womack said, “Today, the House did the most important thing we can do right now for Israel and our national security—provide critical funding to save lives and rid the world of murderous terrorists. This supplemental bill will replenish missile defenses and help reestablish deterrence in the Middle East at a time when Iran is using its proxies to aggressively probe on all fronts. The House has acted. Now, we must work with the Senate to move emergency aid as expeditiously as possible.”

Bill breakdown:

H.R. 6126 provides $14.3 billion to Israel for its war with Hamas.

  • Ensures American military readiness by providing $4.4 billion to replenish domestic defense stockpiles.
  • Bolsters Israel’s defensive capabilities and stockpiles of munitions critical to its continued efforts, specifically by providing:
    • $4 billion to replenish Iron Dome and David’s Sling missile defense systems.
    • $3.5 billion in Foreign Military Financing for the procurement of advanced weapons systems and defense articles and services.
    • $1.2 billion for the continued development of the Iron Beam system to counter short-range threats.
    • $1 billion to support artillery and munitions production.
  • Supports US personnel and citizens by providing:
    • $150 million for an enhanced security presence at the US Embassy.
    • $50 million for the evacuation of US citizens.
  • Requires that the Secretary of Defense and Secretary of State provide written reports to Congress detailing US security assistance provided to Israel to ensure accountability.

The bill is fully offset by President Biden and Democrats’ Inflation Reduction Act of 2022, specifically from the bloated funding for the IRS. The rescission uses the same construct that was included in the Fiscal Responsibility Act, which passed with bipartisan support in the House and Senate and signed into law by President Biden. It also does not touch the Taxpayer Services or Business Systems Modernization, which means taxpayers will still be able to get the assistance they need, and modernization initiatives will continue.
